A Study on Ways to Improve the System of Family Court Probation Officers: With a Focus on the Perception of Judges and Family Court Probation Officers

Abstract
A cross-sectional survey was conducted with a nationwide sample of 84 judges and 55 family court probation officers (34 professional probation officers, 21 general probation officers) to find out their perception on ways to improve the system for family court probation officers. Questions were asked on how the system could be improved such as whether there is a need for change in the perceptions that judges and the office of court administration have toward the system, whether there is a need for an increase in the number of family court probation officers and the number of family courts, etc. Study results revealed that the judges and professional probation officers were similar in their perceptions and were consistent in expressing a statistically higher need for change than the general probation officers. In particular, the former expressed a much higher need for change than the latter especially with respect to items such as unifying the system to just professional probation officers, increasing the number of professional probation officers, and improving the education and training system for family court probation officers. Moreover, the majority of family court probation officers supported unifying the system to just professional probation officers and mentioned the increase in expertise and securing work continuity as reasons for the change. As for education and training, both professional and general probation officers
perceived that the duratio, content and organization of the current program need to be improved. Implications for ways to improve the system were discussed.
